Preamble
 The pressures associated with the ever-growing crises of dwindling funding and jobs seriously threatens the strong diversity upon which contemporary astronomy is built. Such pressures are particularly acute for those individuals in 'non-traditional' (i.e. non-tenure track faculty) positions, many of whom are supported by short-term grants and contracts. In response to this worsening situation, the ARA was created to serve as forum for the important issues currently being faced by all professional research astronomers, particularly those in non-permanent positions.
